OpenAI for Startups: API Credits Through VC Partners

Free API credits, rate limit upgrades and solutions engineering time via partner VCs (amount not published)

OpenAI's startups page groups support into Build, Grow and Scale stages. Anyone can use the Build resources (starter repos, Build Hours and technical guides). The valuable benefits, free API credits, rate limit or usage tier upgrades and time with OpenAI's technical team, are unlocked through eligible VC partners. A partner VC gives you a referral code. OpenAI doesn't publish a public, self-serve credit amount.

Who is eligible

  • Backed by a VC in OpenAI's partner network (for credits and dedicated support)
  • A referral code from that VC to submit with your application
  • Public resources such as Build Hours and technical guides are open to any startup

How to claim it

  1. Ask your lead investor whether they are an OpenAI VC partner and request a referral code
  2. Submit the application with your referral code, product description, planned API usage, company/team contacts and basic funding details
  3. Without a partner VC, use OpenAI's public Build resources and pay-as-you-go API, or get model credits through a cloud program such as Microsoft for Startups

Catches & caveats

Details come from OpenAI's startups page and its VC partnership form. The program is listed as limited because the main benefits are unlocked only through partner VCs, and OpenAI publishes no credit amount. OpenAI Grove's 2026 cohort is closed; reports that Grove includes $50,000 in API credits couldn't be confirmed on the official announcement.

OpenAI does give startups free API credits, but only through its VC partners. If your startup is backed by a venture firm in OpenAI's partner network, that firm can give you a referral code. With it you can apply for API credits, a higher usage tier (and so higher rate limits) and dedicated technical support. Without a partner VC there's no public credit offer, although OpenAI's free Build resources are open to everyone. OpenAI doesn't publish how much credit approved startups receive.

This guide explains how the program is structured, how to get a referral code, what the benefits mean in practice, and what to do if your investor isn't a partner. Facts were checked against OpenAI's official pages on October 17, 2026. Where OpenAI hasn't published something, we say so.

How the program is structured

OpenAI's startups page splits support into three stages: Build, Grow and Scale. The early stages are self-serve resources. The credits and hands-on support sit in the VC-partner track.

StageWhat OpenAI listsWho can use it
BuildStarter repositories, Build Hours (live technical sessions) and technical guidesAny developer or startup
GrowDetails not shown in the official listings we could readNot stated
ScaleCredits and dedicated technical and go-to-market support, unlocked through eligible VC partnersStartups backed by a partner VC

OpenAI's listings describe the partner-track benefits as free API credits, rate limit upgrades and time with OpenAI's solutions engineers. The VC partnership form describes the same perks from the investor side: partner VCs can offer portfolio companies API credits, usage tier upgrades and access to events.

What you get (and what isn't published)

BenefitWhat we know
API creditsOffered through partner VCs. Amount not published by OpenAI

Solutions engineering timeTime with OpenAI's technical team for partner-backed startups
Go-to-market supportListed for VC-partner-backed startups
EventsEvent access is listed on the VC partnership form

You will see specific numbers online, such as '$2,500 to $25,000' or 'up to $100,000'. None of them come from an OpenAI page we could check. Plan your budget on pay-as-you-go pricing until you have an approval email that states your actual amount.

What a usage tier upgrade means in practice

Every OpenAI API organization sits in a usage tier. The tier caps your monthly spend and sets your rate limits, which are measured in requests per minute (RPM), requests per day (RPD), tokens per minute (TPM), tokens per day (TPD) and, for image models, images per minute. You hit a limit when any one of these runs out first. OpenAI's current documentation lists these tiers:

TierHow you qualifyMonthly usage limit
FreeBe in an allowed geography$100 / month
Build$5 in total credit purchases$500 / month
Launch$100 in total credit purchases$5,000 / month
Grow$500 in total credit purchases$200,000 / month

Normally your tier rises automatically as your total credit purchases cross each threshold. For a startup about to launch, being stuck at a low tier can mean throttled requests on launch day. That's why a tier upgrade through the startup program can matter as much as the credits: you get production-level rate limits before your spending history would otherwise unlock them.

Who qualifies

The deciding factor is your investor. To get credits and dedicated support, your startup needs to be backed by a VC in OpenAI's partner network, and that VC needs to give you a referral code. OpenAI doesn't publish a full list of partner firms on its startups page, and it doesn't state minimum funding, company age or revenue requirements on the pages we could check.

  • Backed by a partner VC: ask the partner who led your round or your platform team. Firms in the network can issue a referral code.
  • Backed by a VC that isn't a partner: your investor can apply through OpenAI's VC Partnership Application. Until they're accepted, you won't have a code.
  • Angel-funded or bootstrapped: there's no public route to the credits. Use the Build resources and the alternatives below.

Step-by-step: how to apply

  1. Ask your lead investor whether they are an OpenAI VC partner and can issue a referral code.
  2. Set up an OpenAI API organization for your company if you don't have one, so credits and tier changes can be applied to it.
  3. Prepare a short product description and an estimate of how you'll use the API (which models, expected volume, use case).
  4. Submit the startup application with your referral code, product details, planned API usage, company and team contacts, and basic funding information.
  5. Wait for OpenAI's response. OpenAI doesn't publish a review timeline.

If you're an investor, the VC Partnership Application on openai.com is the place to start. Once your firm is a partner, you can refer portfolio companies.

If your investor isn't a partner

Most founders won't have a partner VC. These are the realistic alternatives, all of which we track:

  • Microsoft for Startups: Azure credits from $200 up to $150,000, with access to models in Microsoft Foundry. Open to startups without an investor. See Microsoft for Startups.
  • Google for Startups Cloud Program: up to $350,000 for AI-first startups at the Scale tier, usable on Google's own models. See Google for Startups.
  • Anthropic: startup credits for Claude, also partly through partner VCs. See Claude for Startups.
  • Free model access while prototyping: free tiers and free models from other providers can cover early experiments. See our guide to free AI API keys and OpenRouter's free models.
  • Students: if you're still studying, see Codex credits for students.

To estimate what you'd pay without credits, use our OpenAI API pricing breakdown. If you're building with OpenAI's coding agent, see Codex pricing.

OpenAI Grove: a separate program

OpenAI Grove is often mentioned alongside startup credits, but it's a different program. The 2026 call targeted technical people at the very start of company-building, including pre-idea individuals. OpenAI said the cohort would be about fifteen participants, hosted at its San Francisco headquarters for five weeks, with in-person workshops, weekly office hours, mentoring from OpenAI technical leaders and early access to new tools and models before general availability.

Applications opened on January 2, 2026, and closed on January 12, 2026. OpenAI's Grove page now says applications are closed. Some third-party sites say Grove participants receive $50,000 in API credits, but the official announcement we read doesn't mention credits. We haven't seen a later cohort announced.

How to get the most value if you're approved

  • Ask what your credits cover and when they expire. OpenAI doesn't publish these terms publicly, so get them in writing from your approval.
  • Use the solutions engineering time early. Bring concrete questions about model choice, prompt caching, batch processing or evaluation. Architecture decisions made early have the biggest effect on your long-term API bill.
  • Use cheaper processing where latency doesn't matter. OpenAI's Batch API and smaller models can stretch a fixed credit balance much further than real-time calls to the largest model.
  • Set spend alerts. Once credits run out, usage is billed at standard rates. Set budget limits in your organization settings.

Common mistakes

  • Looking for a public application form for credits. OpenAI's credit route depends on a partner VC's referral code. Pages promising instant OpenAI credits without one aren't run by OpenAI.
  • Assuming any VC can issue a code. Only firms in OpenAI's partner network can. Your investor may need to apply through the VC Partnership Application first.
  • Applying with a personal account. Credits and tier upgrades are applied to an API organization, so set one up for the company and invite your team before you apply.
  • Confusing ChatGPT plans with API credits. ChatGPT subscriptions and API usage are billed separately. Startup credits are for the API platform. See ChatGPT pricing for the subscription side.
  • Treating third-party amounts as promises. Until OpenAI confirms your amount, budget at standard rates.

Who runs the program

The program is run by OpenAI, the company behind ChatGPT and the OpenAI API. If you want to know how the company is structured and who controls it before building on its platform, see who owns OpenAI.

Recent changes

  • OpenAI's startups page now describes a staged Build, Grow and Scale model. Public resources sit in the early stages, and credits sit with VC partners.
  • OpenAI's API documentation now names usage tiers Free, Build, Launch and Grow, with monthly limits from $100 to $200,000.
  • Startup credits are no longer offered through Microsoft's Founders Hub, which used to bundle OpenAI credits. The current Microsoft program offers Azure credits and Microsoft Foundry models instead.
  • Grove's 2026 cohort ran in early 2026, and its applications are closed.

Frequently asked questions

›Does OpenAI give free API credits to startups?

Yes, through its VC partner network. If your VC is an OpenAI partner, ask them for a referral code. There's no public self-serve credit offer for startups without a partner VC.

›How much OpenAI credit can a startup get?

OpenAI doesn't publish an amount. Third-party sites quote figures from a few thousand dollars up to $100,000, but none of them come from OpenAI, so treat them as unverified.

›Which VCs are OpenAI partners?

OpenAI doesn't publish a full partner list on its startups page. Ask your investor directly whether they can issue an OpenAI referral code.

›Can my VC become an OpenAI partner?

Yes, they can apply. OpenAI has a VC Partnership Application form for investors. It says partner VCs can offer portfolio companies API credits, usage tier upgrades and event access.

›I'm bootstrapped. Can I still get anything from OpenAI?

You can use OpenAI's public startup resources, such as Build Hours, starter repos and technical guides, and the standard pay-as-you-go API. For credits, programs like Microsoft for Startups give Azure credits that can be used on models in Microsoft Foundry.

›What are rate limit or usage tier upgrades?

OpenAI API accounts have usage tiers that cap monthly spend and set rate limits. Normally you move up by buying credit (for example, $5 for Build, $100 for Launch and $500 for Grow). The startup program can upgrade your tier without waiting for those thresholds.

›Is OpenAI Grove the same as the startups program?

No. Grove is a separate, small in-person program in San Francisco for very early founders and pre-idea builders. Its 2026 cohort closed applications on January 12, 2026.

›Do OpenAI startup credits expire?

OpenAI doesn't publish expiry terms for startup credits on its public pages. Check the terms that come with your approval email or ask your OpenAI contact.
